Many international NGOs carry a government or multilateral share well above the concentration guideline this module suggests as a caution, not by accident but because the scale of the work often requires institutional partners no individual donor base could replace, which makes naming the funder, the share, and the reserve essential rather than aspirational here. Allowable-cost rules, audit thresholds, and reporting obligations can apply simultaneously in the donor country and the country where funds are spent, and because government and multilateral priorities can shift with a single budget cycle or foreign-policy change, a program shaped to fit a funding window that later closes is a real and recurring vulnerability.
