Through the International NGOs lens
Most international NGOs never build a formal endowment, and this module's threshold question, whether permanence competes too directly with urgent present need, is usually answered no for organizations built to spend down against a crisis rather than hold reserves forever. Where an endowment does make sense, it is often for an institutional partner, a hospital, a school, a research center abroad, whose permanence the organization has committed to for generations, and the governance question becomes which country's law actually controls the fund. Matured planned gifts are rarer here since the donor base skews toward sponsors rather than deep multi-generation relationships, so the legacy society remains a program worth building rather than one already paying off.
