A major research foundation or federal agency's multi-year commitment to an institute or center is close to a textbook example of this module's four features, held between a university president and the funder's own leadership rather than between program officers alone. A corporate funder's commercial interest in a research direction can quietly become the university's research agenda if a president or provost isn't asking whether the institution five years on is still the one the board wants, and public research agencies bring the same political variability this module names for any large government partner.
