A national funder's preference for one strategy, litigation over legislative advocacy, a signature campaign over sustained local work, can shape an organization's tactics in ways its own board never chose, and because many groups in this sector operate paired 501(c)(3) and 501(c)(4) entities, a partnership memorandum has to specify which entity holds which obligations, a wrinkle most other sectors don't need to address.
