- VAWA/FVPSA/VOCA grant conditions bar disclosing survivors' personally identifying information; the release must be informed, voluntary, revocable, AND reasonably time-limited and specific (a blanket/indefinite media waiver is invalid). A parent/guardian consenting for a minor or incapacitated adult must NOT be the alleged abuser (34 USC 12291(b)(2)). Confidential shelter-address non-disclosure is a FEDERAL grant condition; small-community 'composites' are often re-identifiable — require genuine de-identification and note mandatory-reporter duties
- Consent must be informed, voluntary, and revocable — never tie receipt of food, shelter, or services to agreeing to be photographed
- Minors require guardian consent plus, where appropriate, the child's assent; foster-youth stories carry extra restrictions
- Avoid dignity-eroding imagery; specify where/how long a story may be used and cover takedown on request
